I am concerned that the advance of technology in unmanned aerial vehicles (UAVs) has lowered the cost of confrontation. This means that UAVs lower the cost of using force to resolve conflicts because fewer military personnel have to be deployed to a military zone to enforce the resolution.
It is unclear whether the use of UAVs is consistent with international law.
The death toll of UAV missile strikes are difficult to measure, thus it is possible to count non-combatants among the dead. Women and children are too frequently killed in collateral damage from UAV missile strikes.
We, the undersigned, urge the Executive to end the UAV program in militarized zones to promote peaceable conflict resolution, international law, and limit civilian deaths.
