What needs to happen is Phthalates need to be banned from sex toys intended for actual use (as opposed to "novelty toys"). Then, a label should be created to differentiate between the two kinds of sex toys.
Unlike many other western nations, the United States has chosen not to ban the use of Phthalates in sex toys (vibrators, dildos, etc.). Phthalates are used to soften plastics and rubber and studies have shown they cause cancer and hinder genital development in rats. Studies with humans point to a link between Phthalates and irregular genital development in fetuses. The FDA already recognizes Phthalates are a "probable human carcinogen."
