Ban the use of cell phones when operating a motor vehicle nationally. Allow police to stop drivers using their phones.

Drivers using phones while operating motor vehicles are dangerous and need to be stopped. Public service announcements have not worked. As with seat belts, police should be permitted to stop people using their phones while driving. A noteworthy fine should be levied and a second offense should result in the confiscation of said cell phone. People texting while driving should not be allowed to jeopardize my family's safety.

Driving impaired due to the use of a cell phone:
- directly results in accidents
- impacts driving performance
- is not necessary
- needs to be stopped
