Lead has been banned in virtually all consumer products due to its proven toxicity, including aggression in children exposed long-term. The EPA is well within its purview to ban the use of this substance in the production of civilian ammunition of all types (including home casting).
The Constitution explicitly mentions the right to bear arms, but does *not* enshrine the use of a deadly heavy metal with proven side-effects as an inalienable right.
