Ban use of shock collars to train dogs

Shock collars are harmful and abusive. They should not be allowed to be used in order of train dogs. Wales has banned use of shock collars. Why is it okay to administer a shock to teach a dog to do something here? Can that technique be used to train other animals or unruly human beings? Many professional dog trainers go to school for months to learn methods outside of shock collars utilization while it only takes a few weeks to attend a course to train dogs using a shock collar method. The contrast warrants further inspection.
The method used in training with shock collars is one of avoidance. The dog listens to avoid further shocks. How is this not abuse? Shocking a dog to make it listen is lazy on the part of the owner and shock collar trainer.
