ban the use of whales captured in the US and internationally as show animals.

As seen in the documentary Blackfish whales are being captured and then mistreated while under captivity as show animals. When regulation comes into place disallowing the capture of whales within US waters they simply take to international waters to pooch whales. Banning the capture of whales within our waters simply won't do it. By banning the use of whales as show animals it will deter most whale pooching within our borders.
