Bank Regulations for non signatory estate beneficiaries

A beneficiary of a deceased person who is not named on any financial matters or is in a disputed probate needs regulation to aid in stopping fraud or forgery. Today no bank or any finacial institution will not open an investigation until Letter of Testamentary. If known and documented proof is given these institutions still refuse to investigate and stop this problem. There is no agency that will protect the assets of a deceased person.
