Be honest with Taxpayers and not subsiture "User Fees" for Taxes to decive citizens about tax increases.

"User fees" should not be used to replace "taxes" in order to deceive the taxpayers that taxes are not being added. A good example is the attempt to fund part of FDA by adding "user fees" instead of taxes. The use of such "tricks to fool the citizens" are not what we expect of the Congress or the President. If increased taxes are "needed" then argue this out fairly, do not try and sneak a tax increase through as a "user fee". Already Americans distrust the Congress, try (I know it is hard) to be honest with the people.
