be transparent regarding targeting of American and Foreign Nationals they claim are imminently about to attack the US.

We ask the Obama administration do the following.

1. Publicly lay out the legal justification for targeting American/Foreign Nationals involved in imminent attacks.

2. Publicly lay out the reasoning/command structure which will trip/make decisions about these attacks.

3. Delineate why there should not be approval for these attacks outside of the executive branch

4. Define what "taking up arms against the US" means. Does it mean actual weapons? Propaganda? Thinking bad things about the US? Affiliation with a group/regime/etc?
