Become more transparent with goverment spending and Eliminate baseline budgeting for the federal goverment

The US goverment is not very transparent or accountable on how the spend our tax dollars.If a goverment is going to spend a trillion dollars a year I would like to know where all that money goes. The US goverment use a baseline budgeting system which means that every year each and every department automaticaly gets and pertange increase of the previous year.
