Article 1, Section 8 of the US Constitution lists the issuance of Letters of Marque as an enumerated power of Congress.
Since the end of the Crimean War, no letters of marque have been issued. I called the state capitol building asking for a letter of marque and my phone number has been henceforth blocked.
Citizens of the USA ought to be allowed to act as privateers, plundering boats and coastal towns flying foreign flags. Any booty recovered should be split between the privateers and Joe Biden, who will distribute the plunder as he sees fit.
In disregarding this petition, the Obama administration would be directly denying powers to Congress that have been listed in the US Constitution, a document we all abide by unyieldingly and strive to uphold.
