Begin funding technology to build energy based weapons by 2015, and have the armed forces use them.

Ever watched those sci-fi movies with futuristic energy weapons like plasma guns, or laser guns? So have I. Wouldn't it be good if the government could try to build something like that as a new way to defend ourselves, and to use in wars? Plus with energy weapons you wouldn't need bullets, and it would preserve more steel/iron. Production of energy weapons would also create jobs.
