Begin genetic modification of animals to create Pokemon.

We the people demand that these elemental creatures be created in order for training, entertainment, and accompaniment. All people of the age 15 or older will be assigned a non-legendary character of their choosing, and each Pokemon will be issued at the equivalent power and strength to level 5 in the games. The first round of these creatures will comprise of the Pokemon depicted in generation I of the games, excluding all legendaries and Pokemon not found in the wild. The funding will be taken from our defense fund, and will be allocated as needed.
