To ensure a functional government, it is apparent that congress requires assistance in passing their constitutionally mandated budget. I recommend that both houses of congress be sequestered in their chambers until they complete their legal duty and a budget is passed (or at minimum a continuing resolution). In the interest of minimizing congressional delays, food service, HVAC and sanitation in the buildings servicing congress should be deemed non-essential services and discontinued for the duration of the government shutdown.
