Begin a discourse over substantial election reform that would allow for a multi party structure in congress.
This is by no means a fast track petition. It could take decades to realize it. However, it is necessary to re-ignite the American peoples excitement about the USA. With a multi party system, we could ensure that even smaller political factions in the USA will find political representation. (Imagine the Tea Party for example openly having their own faction). The added political parties in congress would also help public discourse because factions would need to talk to one another and wield true compromise in order to be politically effective and create legislation. There would be no "legislation without representation" anymore.
