Begin phasing pennies and nickels out of circulation.

The cost to manufacture of one-cent and five-cent coins has overtaken their economic worth. Both denominations cost more to manufacture and transport than their face value. Even if the economics of minting were changed (different composition, material cost, quality, etc.) they serve little real purpose in today's economy. They are increasingly becoming mere 'place holders' to cash transactions and cause businesses to incur additional costs in order to continually receive exchanges from their bank. In the current debate between reducing government costs and reducing the burden on businesses we should seriously consider any proposal that achieves both while not harming individuals.
