All states are considered equal and should have an equal vote in presidential elections. Popular elections mean nothing in the actual outcome of a presidential election. It is possible for a presidential candidate to win the popular election and carry more states but still lose the Electoral College.
Under this new system each state shall be granted TWO Electoral Votes in Presidential Elections and the District of Columbia shall be granted ONE. By doing this, the people of the nation have a vote that counts, not simply the population of a few states and cities.
