This "Plan BC" would allowed girls 15 and older to receive birth control in cases of true emergencies. This is focused on high school girls, and would extend upwards.
Parents would sign onto a consent form at the beginning of each calendar year, allowing school nurses to give emergency birth control in cases of sexual assault, unprotected, excessive bleeding from periods, sexual activity, ect. to young girls without having to first seek the parents consent. In this, the parent would have already given consent, but in the case of the emergence contraceptive being needed, would be informed but not necessary in issuing the medicine to the girl. Parents would have the full right to decline.
This would be coupled with safe sex teaching rather than abstinence only teaching.
