Gerrymandering is not government by the people. It is government by some of the people, handpicked by the candidates. All districts should have sensible boundaries, not the strange wandering ones we have now. Perhaps small states could elect representatives "at large". Selecting boundaries which exclude minorities is not giving equal rights to all our citizens.
