Begin the process of reforming the way districting is managed to ensure proper representation in Congress.

The simple fact that 238 of 435 Representatives in the House actually represent a fair bit lower than 50% of the people is disturbing. We should have an independent board that determines the districting and is accountable to no party. They should be comprised of eight members with three representing each major party and the other two slots to be determined by other party affiliates. This will ensure that the minority view is heard but does not dominate. This board, upon receiving each census report will determine reasonable alterations to districting that provide fair and equitable representation. This will ensure that no state has 55% of the districts represented in the majority when the population of those districts is a mere 35%. Disparate representation is wrong and should be changed.
