Begin a process of returning federal land to western states.

The federal government owns on average 3% of land in states east of the Mississippi River. Federal ownership of western states averages 45%, with Nevada topping out at 86%. This puts western states at a distinct disadvantage for commercial development, broadening the tax base, deciding the direction of the energy policy in deciding oil and natural gas leasing or solar and geothermal facility siting. The Bureau of Land Management (BLM) has become an agency swayed by politicians with self-interest and special interest groups with little or no tie to the local rural community or the state where they petition the BLM for cordoning off of thousands of acres, road closures, or other "environmental" policies. Lands are best managed by state/local officials/ agencies close to citizen they serve.
