begin the process of term limits for Congress with introduction of 401K for retirement and elimination of pension plan

Washington is dysfunctional. Congress works for themselves not the American people. By instituting term limits with changes in benefits and campaign reform, perhaps those interested in serving in Congress will actually be there to govern.
