This petition would urge the president to begin a process of requiring state governments to become citizens' councils, rather than allowing the current representative legislatures that they are.
A citizens' council is a collection of instantly recallable delegates, elected directly by people in municipal assemblies. These assemblies together would make a confederation.
There will be no pay for serving as a delegate on the citizens' council, and the council delegates are there to carry out administrative duties and to coordinate with other delegates. They do not make policy. Rather, policy is made at the municipal level.
Conducting a system this way would make the country much more democratic. This system is also suggested to replace the Federal Congress.
