The President shall immediately invite the Vice President, the Speaker of the House, the Majority and Minority Leaders of the House and Senate to Camp David or other suitably secure and isolated location for negotiations for as long is required to come to agreement that can pass both houses and be signed in to law.
Only the seven elected leaders and whatever technical advisors from CBO, OMB, and the Treasury deemed necessary shall be present during negotiations. During the negotiations communications with the outside world shall be limited to Majority and Minority leaders ' phone calls to their respective Whips to determine if an agreement has sufficient votes to pass and such communication required for the President to carry out his national security responsibilities.
