The government should begin performing drug/alcohol tests on those people recieving government aid starting with the welfare system. There are many programs that citizens abuse everyday that cost millions. Withhold that funding from people who do not comply with federal and state laws concerning the use of illegal substances and/or legal substances for which those citizens should not be able to have if they are requiring government aid.
