All benefits other than Social Security and Medicare should be abolished. Members would get credit for any years in service even if they did not contribute to the programs as of the date enacted. Then Members would contribute just as other Americans do.
Members cannot create a special category for themselves and can not take any action strictly for Members. This would insure a living wage safety net for us all.
