better reward and encourage high school students who excel in school.

Too often is the government trying to keep children on an even field with each other in school. I believe that those who strive to better themselves and their community should be allowed to do so and admired for it. With the way the public school system is going, those students who do not have any trouble passing a sad excuse for a test like the TAKS or STAR tests are being left to their own means and not taken advantage of. All the resources and time of the teachers are being spent on those students who just plain do not want to learn. It seems unnecessary to devote so many resources to students who do not care about their future.
