The United States government should bill the Federal Republic of Germany for all costs associated with maintaining bases on German soil. This shall include all salaries and equipment provided. Germany is free riding on US assistance and using it's savings to impoverish fellow members of our NATO alliance. The US government should then send the funds received to Greece as humanitarian aid.
