Dept. of Homeland Security (DHS) has an open solicitation (Solicitation Number: HSCEMS-12-R-00011) titled "Personal Defense Weapons Solicitation." This solicitation specifies 7,000 newly-manufactured select-fire, fully automatic 5.56x45mm short-barreled (military-style) rifles and 70,000 30-round (high-capacity) ammunition magazines. Such "weapons of war" are illegal for citizens to possess and thereby represent a real and imminent threat of tyranny by the federal government. Thus, this requisition must be blocked or modified to specify that weapons purchased by DHS shall comply with the law as applicable to all American citizens.
