We can secure the Mexican border without increasing the defense budget by simple realigning our miltary training exercises and conducting them along the border. The goal of these ongoing training exercises would be to keep illegal firearms from going South to the cartels, keep illegal drugs from the cartels coming North into the US and stemming the tide of illlegal immigrants crossing the border at will. Also, the exercises might provide a way to slowly stand down the troops returning from Iraq and eventually Afghanistan without rapidly discharging them back into civilian life. Lastly, if the Mexican government ever requested assistance on their soil to fight the cartels (after we shut off their lucrative US market), we would be deployed, equipped and ready to help in short order.
