Place a lock on US citizenship and student visas for 2 years. Only people from the 28 nations that are part of NATO would be able to get US citizenship or a student visa during that time. This lock would not apply to people trying to get a H-1B Visa.
There is no quick fix to the many problems in our Immigration system. We need time to get it right. When we get it wrong people die.
