Bounty on Bullets would
Fine the manufacturers of weapons for each bullet retrieved from a gun used as a crime weapon.
Mass killings and random violence would carry the largest bounty for every weapon and round used.
The clear winner in the aftermath of Newtown are the gun manufacturers, whose sales have sky -rocketed. They will not support gun control, until it affects their profits. Guns and bullets are already traceable back to their manufacturers. In addition to removing laws that release manufacturers from civil liability suits, institute automatic, severe penalties for the wrongful use of their products.
Use funds to support the police, victim benefits, and mental health programs. Gun manufacturers, not taxpayers, should pay for the violence they facilitate.
