Break up banks that are too big to fail.

The stability of large financial institutions like Bank of America and Citigroup is still highly questionable due to unclear valuations of their mortgage portfolios. With that said the valuations of these banks is predicting future bailouts. We were promised financial reform that would prevent banks from being allowed to become too big to fail again. We were promised no more tax payer funded bailouts. These institutions needs to be broken up.
