The College Board has a monopoly on high school students. The College Board administers the AP test, the SAT, and the SAT Subject tests. High schoolers do not have a choice but to pay the exorbitant test fees because many colleges require or recommend the tests. This affects many middle class Americans who do not qualify for fee waivers but still do not have the money to spend on many tests. The financial aid application, the CSS Profile, also requires a fee.The majority of people spending the money to submit the application often to do not get any scholarships anyway. If a student took the SAT reasoning test 2 times, 2 subject tests, 4 AP tests, and applied with the CSS profile to 2 schools, that would add up to over $500. That just adds to the application fees and stress of students.
