Break up the state of California, or push to cause the state of California to follow a congressional district method.

Break up or push to cause the state of California to follow the congressional district method of allocating it's electoral votes; as Maine and Nebraska do. The most populated state in the union is also a heavily divided state, with a liberal/democratic west coast and a rural, conservative, republican east side. What I ammend to offer is that each person within this state of 37,691,912 be given a more representative voice. The congressional district method is a closer method to the constitution than the "winner take all" method of 48 of 50 states. The congressional distric method has been used by Maine since 1972 and Nebraska since 1992, has work well, and has not fallen victim to any gerrymandering (a practice the country has fallen victim to, and has no strength at the state level).
