Bring from overseas 1 million Young (age 45 or less) men/women/couple who can bring legally 1 million dollars and invest in housing and/or in small business. Give them temporary green card. That will give our economy 1 trillion dollars of investment. They have to keep their investment for five years to qualify for permanent green card. Govt can give them some sorts of guarantee (by using third party insurance company for premium) for their investment.
