In the 1990s, just as Congress was preparing to instate the 1996 Telecommunications Reform Act, the telecoms made a deal that provided them with approximately $200 billion of tax breaks and law changes with the stipulation that they upgrade their lines to fiber and provide high speed internet to all american households by 2000. Obviously, they did nothing and still reaped the benefits. Something should be done, some consequences for simply taking the money and running and here it is in 2014 and there have been none.
