Our Country has failed 30% of our population. They do not have a High School Diploma. They could still benefit and improve their standard of living by the Goverment returning THE ABLITIY TO BENEFIT Testing. There are many Stepping Stone Carriers that allow people to improve the quality of life they now have to higher pay, better benefits without having to go to a Four year College. Many of these people will gain confidence in their skills and may even choose to go on to college. Not everyone needs to be an Attorney, Banker, etc. There's nothing wrong with greatly skilled Plumbers,Contractors,Hairdressers,nurses. These along with other Honorable jobs exsist. The results are people will move up and become better members of our Society. Let's really be the land of Opprotunity.
