It's time to go back to the most successful social program the United States have ever had. Instead of paying people to sit around their houses and draw off of government assistance, we should be paying them to learn a skill and improve our infrastructure. The Civilian Conservation Corp did this, improved the environment, and helped to reduce racism all at the same time.
