In order to solve the issue of responsible gun ownership, registration, safety and training, compulsory service ("conscription") will ensure that qualified persons will receive a federally issued weapon and training to use said weapon; this eliminates the need for separate background checks and any national gun registry. It keeps the spirit of the 2nd Amendment with a "well-regulated militia" and ensures the safety of the public and national security in times of crisis. Exceptions and exemptions can be carefully made on a case-by-case basis.
