Since the US Treasury Department stopped printing paper Savings Bonds, there has been a marked decrease in the number sold. In 2000 there were over 40 Million Bonds sold, in 2013 only 400,000 were sold. This means more and more of our National Debt is being sold directly to foreign entities, versus directly to American citizens. A large part of the decrease in Bonds sales has been due to the move from Paper bonds (available in Post Offices and Banks) to Electronic Bonds (available on Treasury Direct) by the US Treasury Department. The Treasury Direct website is difficult to use and cumbersome to Older people, who were the majority of the buyers of Savings Bonds. Also with the switch to Electronic Bonds people stopped giving them as gifts, as the Electronic Bonds don't have the same impact.
