Bring back section 8 vouchers

With the cost of living sky-rocketing for most of us, while incomes are either stagnating or going down, people are running out of affordable housing, especially in the cities like New York.
Section 8 vouchers was an excellent program that saved so many people from homelessness. Unfortunately now one needs to be a homeless already in order to receive it.
The local government would save so much money if, instead of assisting homeless (think of the expense of temporary housing, social services, etc.), it would be able to prevent the homelessness instead.
