Ask the Obama administration to bring back the offering of tax credits for those who purchase a new hybrid vehicle. This would create an incentive for people to purchase more eco-friendly vehicles. As it currently stands tax credits are only offered on the purchase of plug-in electric cars but the credit should include hybrids.
