He is a victim of National Security System (NSA, CIA,...)
He had been set up to be hospitalized at Sharp Memorial hospital, San Diego in March 2006. CIA interrogated him for one week because CIA thought he was a terrorist.
After all, CIA realized that he was an innocent. CIA did not want to kill him because CIA just knew he has a special brain.
To cover up what CIA had done on him and continue to use Thomas' brain for human brain control study, CIA slandered him as a mental illness person.
That's why he's homeless
