The banking industry regularly breaks laws and if/when they are caught they pay a fine that is less than the amount they stole from consumers or other clients. This is a cost of doing business so long as no one has to say they did anything wrong and pay a fine that is less than they stole. It is the shareholders that pay the fee for a crime committed by bank employees and CEO's. Since it is apparent the govt will never claw back the bonuses given to top bank officers and CEO's for making profit that would have been nonexistent without their lawbreaking the only way to reign in bad behavior is to actually punish those that break the law - not the shareholder. That means actually bringing charges against these sociopaths that run these bank and have ruined the economy.
