Bring up the issue of a ceding of the Guantanamo Bay Base to Cuban exile self rule.

The Cuban dictatorship shows little signs of letting go of power. As years go by, we anguish for Cuban liberation grows. Many in the Cuban community do not consider themselves immigrants, but rather exiles. We are still waiting for the regime to fall, but one can only wait for so long. Miami may be a home for us away from Havana, but it is no Cuba. The solution is to give the Exile community the ability to return to the island again and self govern with the relatively unused land in Guantanamo Bay. This would not be an independent state, but rather a "colonization mission", for lack of a better word.
