Many US corporations have moved operations overseas, taking thousands of well-paying jobs away from American workers, and paying tax to foreign governments. In addition to your own jobs bill, and other job-creation measures here, we must find ways--both carrots and sticks--to bring those jobs back home. CARROTS:: tax benefits for the year of return, publicity for the move, consideration in Government contracts for a time, etc. STICKS: Take away any US tax or other benefits being given to such operations; publish a list of such escaping corporations, with the number of jobs lost to American workers; lower priority for Government contracts--and other measures knowledgeable federal officials may devise.
