Bring to Justice the large institutions, deemed to large to prosecute, whom fuel the Drug Cartels and Terrorist Groups.

Authorities chose not to prosecute HSBC, charged with money laundering, namely for the Mexican Cartels. The bank was simply fined $1.92 billion.
Due to the size of HSB, it was felt that prosecuting may negatively impact the US and World Economies.
Is this a good enough reason to allow this crime to go mostly unpunished?
A fine does not discourage acts of this nature by entities that can afford to pay such a fine, it is considered a business expense.
In 2007, the President stated, "We must send a message to the world that America is a nation of laws."
We can send that message. Investigate and prosecute individuals, and groups that were aware of these and other other illegal practices in the US that lend themselves to supporting drugs in our city streets and terrorism around the Globe.
