In order for the United States to survive the global economy we must create high paying manufacturing jobs on our own soil.
US companies who create their products off shore to exploit cheap labor and ship these products back to the United States must manufacture their products on US Soil in order to sell those products on US Soil.
US companies can continue to manufacture goods off shore; however those products made off shore by US corporations may not be sold on US Soil.
Foreign corporations may continue to manufacture off US Soil and sell said products on US Soil as long as there is market fairness to avoid price gouging or price fixing.
