Bring obstruction of justice charges to Senate Republicans for not hearing SCOTUS nomination

Senate republicans have stated that they will not entertain any SCOTUS nominations until after the election year. Their job is to have hearings whether they like the candidate or not.

Can the white house clarify if this course of action by the Senate is an obstruction of government process and provide a statement regarding the consequences to this action?
